Northcott Court, Project WV 4-2, fronting Hal Greer Boulevard between Doulton and Charleston Avenues, is named in honor of Gustavais Adolhus Northcott, a civic leader, president of the State Senate during 1905-06, and an early director of the First Huntington National Bank. W.K. Elliott Garden Apartments, Project WV 4-8 is named in honor of Dr. W. K. Elliott, a dentist who served on the Board of Commissioners for twenty-five years. Carter G. Woodson Apartments, Project WV 4-12, is located on Eighth Avenue and Hal Greer Boulevard, this facility is the most modern of all of our facilities. The facility was named after Carter G. Woodson, who was the Father of Black American History and a local resident and educator. The facility has twenty, three bedroom units and was built and leased in 1995.
